Daycare Agreement
This agreement sets the terms of care between your family and Education Nation Learning Academy IV. Read it in full before you sign. Renewed every 12 months.
Before You Sign

Program & Hours
Section 1
Education Nation Learning Academy IV provides child care Monday through Friday, 6am to 6pm. Our standard full day program runs 8am to 4pm. Families who choose the extended 6am to 6pm schedule pay one flat monthly rate that covers that full extended day: there is no separate early bird or late bird charge. This schedule runs year round, with the exception of publicly announced holidays and any weather related closing, late opening, or early closing.
Education Nation Learning Academy IV sets its own calendar and does not follow the Philadelphia Public Schools' academic schedule; the center may close at its own discretion. We do follow the Philadelphia Public Schools for weather related decisions. On any day Philadelphia Public Schools close, delay opening, or dismiss early for weather, we do the same. Families should sign up for text or email school closing alerts through a local news station so you are notified promptly of building emergencies or weather related transit disruptions.
Agreement Terms
This agreement sets the conditions under which a parent or guardian enrolls a child at Education Nation Learning Academy IV, including fee payment and compliance with third party reimbursement programs such as the ELRC subsidy. ENLA IV may update this agreement at any time. It must be signed by parents or guardians every 12 months.
Education Nation Learning Academy IV welcomes children with special needs whose Individualized Education Plans are compatible with a large group setting for predominantly typically developing children. Parents must accurately disclose whether their child has an Individualized Education Plan at the time of enrollment; misrepresenting or withholding this information can lead to the child's removal from the program, since Education Nation Learning Academy IV does not employ special education teachers.
Under the Americans with Disabilities Act, a child care provider is not required to make an accommodation that would fundamentally alter its program or impose an undue burden on its staff and resources. Education Nation Learning Academy IV does not have the specialized medical equipment or the staff trained in intensive physical or behavioral health care that some children require. Every child enrolled must be able to safely participate and function within a group setting alongside other children.

Our standard full day program is 8am to 4pm. Families who need care outside those hours choose the extended 6am to 6pm schedule instead, billed at its own flat monthly rate. Pick the schedule and the days per week you need below; part time (3 day and 2 day) rates are included.

Daycare Policies
Section 4
4.1Parents' Rights
Parents have the right to visit the center without prior notice, request updates on their child's progress, and take part in decisions affecting their child's care and well being.

4.2Fee Payment
Fees are due on the 1st of every month. Parents have 3 days after the 1st to pay their balance in full; a balance still unpaid after that window results in termination of services. Co-payments for ELRC families begin on the start date confirmed with ELRC, so it is important to confirm that date with us before we confirm it with ELRC. ELRC families are held to the same 3-day window to pay their monthly co-payment, or services are terminated. ENLA IV only waives co-payments when the center is closed for the full week. Your co-payment holds your child's seat. We only provide care for the hours and days ELRC has confirmed with us for your child. If you want different hours or days, you must contact ELRC directly to request the change; we cannot adjust ELRC-confirmed hours on our own.
ELRC Example
Families enrolled through ELRC are responsible for both their assigned co-payment and the difference between the ELRC payment and full monthly tuition at ENLA IV. For example, if ELRC covers a set weekly maximum for infant care and your assigned co-payment is lower than the full weekly tuition rate, you owe the remaining balance directly to ENLA IV each month, on top of your co-payment. Ask the center for your current combined monthly total before your start date.

4.3Payment Method
Tuition is processed through Stripe on a monthly basis. Families may pay by debit card, credit card, or ACH bank transfer. Families who pay by cash receive a 3% discount off their monthly tuition.
If a scheduled ACH payment date falls on a weekend or holiday, the payment may process on the next business day. If an ACH payment is rejected for insufficient funds, we will attempt to process it again within one business day and add a $50 fee to the recurring payment. A second rejected attempt results in immediate termination of services.

Confirm Current Rates
These figures follow ELRC's own age bands, which may not line up exactly with our five classrooms, and ELRC updates them periodically. Confirm your current ELRC/MCCA Region 18 allowance directly with the center or with ELRC before you sign. The co-pay responsibility rules above (the 3-day payment window in Section 4.2, PHMC's 20-day absence limit in Section 4.6) still apply regardless of the current dollar figures.

4.6Attendance
Regular attendance keeps your child's routine consistent. ELRC families may only be absent 20 calendar days before PHMC suspends services.

4.7Drop Off & Pickup
Children must be dropped off and picked up within program hours, and no later than 9am for drop off. If your child has a doctor's appointment and will arrive after 9am, let us know ahead of time through Procare so the teacher is notified. No child is allowed in the center after 9am without a signed doctor's note.Every parent must walk their child inside at drop off and come inside for pick up. No child is sent outside the facility without a parent or guardian, and children are never unaccompanied on the sidewalk, courtyard, or playground. If you need care outside program hours or on additional days, contact ELRC directly; we follow whatever ELRC has entered into its system.
Every guardian or person authorized to pick up your child must be added on Procare. We strictly enforce this policy and will not release a child to anyone not added by a parent or guardian. The first time an authorized person picks up your child, staff will not yet recognize their face, so that person must bring a valid state ID or the child will not be released.

4.9Non-Discrimination
Education Nation Learning Academy IV does not discriminate on the basis of race, color, religion, national origin, sex, disability, age, sexual orientation, gender identity, or any other legally protected status in any of our activities, practices, or operations. Every family has equal access to our programs and facility.

4.10Confidentiality
We share personal and sensitive information about your child only on a need-to-know basis with authorized staff, and otherwise only with legal guardians or as required by law. We safeguard this information against unauthorized access, disclosure, alteration, or loss.

4.11Deposit
Parents pay a deposit equal to 20% of one month's tuition to hold their child's seat. This deposit is applied toward the first month's tuition. The deposit is not refundable, but it can be carried forward to a later start month, provided the child's seat is claimed within 60 days, in order to guarantee that seat.

4.12Advance Notice for Withdrawal
Parents must give two weeks' written notice before withdrawing a child. Written notice must be emailed to info@enlalearning.com and include the parent's name, the child's full name, date of birth, reason for withdrawal, and the requested end date. A family who withdraws without giving two weeks' notice will not receive a refund of any prorated tuition already paid for that month. A family who gives two weeks' notice will have any remaining prorated tuition refunded to the original form of payment within 3 business days.

4.13Field Trips
Additional fees for summer field trips are communicated in advance and must be paid in full at least three weeks before the trip date.

4.14Late and Absence Policy
The cutoff for drop off is 9am for every age group. Message us on Procare if your child will be late or absent. A late arrival is only accepted with a doctor's note for an appointment; let us know on Procare ahead of time. Repeated unexplained absences can lead to termination of services, particularly for children enrolled through ELRC or awarded a scholarship through the ENLA Legacy Fund. ELRC families may only be absent 20 calendar days before PHMC suspends services.

Section 5
5.1A Child Is Never Left Alone
Children are supervised at all times while on the premises, including the sidewalk, courtyard, and playground. No child is left unaccompanied outside, and no child leaves the facility without a parent or guardian.

5.2Code of Conduct
We expect respectful behavior from every child, parent, and staff member. Harassment, bullying, discrimination, or threatening, malicious, or abusive language toward staff or other parents is never tolerated. A violation of this policy results in immediate termination of services. For the safety of children, staff, and parents, cameras are in place outside and throughout the facility.

5.3Communication
All communication runs through the Procare app, including center closings, questions about your child's day, and pickup or drop off messages, so every staff member sees your message and can respond quickly. Every parent and guardian must be comfortable using Procare, since it is our main way to reach you and for you to reach staff quickly and efficiently. Our teachers give children their undivided attention throughout the day, so a Procare message reaches us faster than a phone call, which requires a teacher to step out of the classroom. Message us on Procare at least 15 minutes before pickup to limit your wait. If you would like a phone call, message us and someone will call you back as soon as possible. Please also check your email regularly, our other main channel of communication; we send newsletters and last minute weather closure updates by email.

5.4Prohibited Items
Open toe shoes such as crocs or sandals, small hair beads and barrettes, inappropriate clothing, and outside toys not approved by the Director are not allowed in the facility. Girls must wear shorts under a skirt. Personal electronics are not allowed in the facility. Education Nation Learning Academy IV is a screen free facility.

5.5Child Sick Policy
A child showing signs of illness should stay home. A child with a fever of 101.1°F or higher, vomiting, two or more episodes of diarrhea, pink eye, scabies, lice, an unexplained rash, symptoms of COVID-19, or hand, foot, and mouth disease must be picked up within one hour of us contacting you. A child who has had hand, foot, and mouth disease or COVID-19 may not return for 72 hours. If we cannot reach a parent, we contact your emergency contacts. If no one is reachable within 5 hours, we contact the authorities for the child's welfare.

5.6Discipline & Dismissal
Staff use developmentally appropriate, positive discipline that builds a child's self-control, self-direction, self-esteem, and cooperation. Corporal punishment is prohibited and is grounds for staff termination. Staff may mildly restrain a child only to prevent harm to the child, others, or property. If a child bites, damages property, throws objects, is aggressive toward others, or is defiant, we inform you the same day, and may issue a suspension depending on severity. If the behavior continues, we schedule a conference. We may ask you to remove your child if they endanger a staff member or child, become a threat to others, destroy center property, or if continued care is not in the best interest of the child, your family, or ENLA Learning IV. After two suspensions, if a parent does not work with us to address the behavior, we terminate the child's enrollment immediately.

5.7Suspension & Expulsion Policy
It is never our goal to suspend or expel a child. We do not exclude a child from the program for behavior alone. If a concern comes up, we start with the parents to understand the child's individual needs, and evaluate the situation together. We may suggest an outside referral, and ask parents to sign on to work with us toward a resolution. In rare cases, a child's needs may call for a more suitable setting elsewhere. After two suspensions, if a parent will not work with us to improve the behavior, we terminate enrollment immediately and the deposit becomes non-refundable. Examples that can lead to this outcome:
The child is a danger to staff or classmates, through kicking, hitting, biting, or similar behavior.
A medical, psychological, or social service professional determines continued care could harm the child.
The child's needed accommodations place an undue burden on our resources, with consistent disrespect and no resolution in sight.
A partnership between outside agencies, parents, and teachers cannot resolve the concern, and further referrals do not help.

5.8Outdoor Play & Temperature
Children go outside as part of the daily schedule in typical weather. We keep children inside when the wind chill is 15°F or below, or when the heat index is above 90°F, following accepted child care weather safety standards. If staff are bringing children to a park, we let parents know in advance through Procare which park we are going to.

Enrollment
Section 6
Before enrollment, the center's Director collects all required forms and payments. This agreement is updated whenever a term changes, such as a rate change or a change to your child's enrolled days, and we also email it to every family once a year for re-signature. Your emergency contact form is updated every six months and health assessments every 12 months. Within 14 days of enrollment, your family schedules a "Getting to Know You" video call with your child's teacher or Director to review background information and the Ages and Stages assessment. We provide every family a list of local community resources. Keeping your child's file current is your responsibility; an outdated file can disrupt or end services.It is critical to keep your phone number, address, and emergency contacts current on Procare so we can reach you quickly in an emergency.

Supplies & Personal Belongings
We are not responsible for lost or damaged personal belongings. Your Student Welcome Packet includes the full supply list; please bring:
A sheet or blanket for nap time, taken home each week to be washed.
Six full sets of seasonally appropriate clothing: pants, shirts, underpants, and socks. Potty training, art projects, and other classroom activities go through clothing quickly.
Diaper, pull-ups, pacifier, and labeled sippy cups.
Breakfast and lunch, packed in a lunchbox labeled with the child's first and last name. Education Nation Learning Academy IV is a peanut free and tree nut free facility.
An extra pair of shoes worn only inside the facility.
Failure to provide these supplies can lead to a disruption in services. Pennsylvania child care regulations require that a child in care for 4 or more consecutive hours be served a nutritional, appropriately timed meal (55 Pa. Code § 3270.162), so a child without a proper meal cannot remain in care for the full day. If a parent fails to drop off the child with lunch, they have until 10am to drop it off. If a parent does not drop off lunch at all, this will lead to a disruption in services. Staff are not allowed to leave the facility to get children's lunch from DoorDash, Postmates, UberEats, or similar services, since that risks putting a classroom out of ratio.

Annual Tuition Adjustment

Tuition rates increase 3% each year, effective January 1st, to help cover rising operating costs while we keep our standard of care. Families receive written notice at least 30 days before the change takes effect.

By signing below, I acknowledge that I have read and understand this Daycare Agreement, including every policy, rule, and right described in it. I have had the chance to ask questions and received satisfactory answers. I freely consent to these terms, agree to follow ENLA IV's policies, and understand my responsibilities and rights, and those of my child, under this agreement.
Collections
I understand my account may be sent to a collection agency after 90 days past due, and that I am responsible for a 30% collection charge. Any past due balance carries a finance charge of 1.5% per month. I agree that ENLA IV or its agents may contact me by phone, including a wireless number, text message, email, a pre-recorded or artificial voice message, or an automatic dialing system, to service my account or collect what I owe.
